@Natasha_Jay I’ll bet Lord Vetinary of Ankh-Morpork routinely gives his city’s more rebellious citizens, through admittedly circuitous means, the education they need to overthrow him. He knows such ambitions are inevitable, and it’s easier to counteract them if he knows exactly what they’re planning to do going in.

But remember, he was a former assassin and it's stated that assassins do come for him from time to time. He's just better than them.
Honestly, as much as I love Discworld, a benevolent* dictator is still a dictator. Even if Vetinary never went rogue himself, there are no rails in place to stop his successors from doing so.
*I use the term loosely.
